Following the Second World War, the allied powers established two ad hoc tribunals to prosecute Axis leaders accused of war crimes.
The International Military Tribunal, which sat in Nuremberg, prosecuted German leaders while the International Military Tribunal for the Far East in Tokyo prosecuted Japanese leaders. In 1948 the United Nations General Assembly first recognized the need for a permanent international court to deal with atrocities of the kind prosecuted after the Second World War.
At the request of the General Assembly, the International Law Commission (ILC) drafted two statutes by the early 1950s but these were shelved during the Cold War, which made the establishment of an international criminal court politically unrealistic.”……….

NAZI GERMAN-SOVIET PACT OF AGGRESSION
The first conspiracy in 1939 between the Joseph Stalin and Adolf Hitler causes large-scale catastrophic damage to people and States that did not want anything to do with the Imperial politics of the Super States. The Soviet culprits that caused half of the damage in Europe walked away without even admitting their part in the conspiracy, the genocide, and war crimes, Stalin simply denied everything.
Moreover, the Allied forces protected Joseph Stalin from admitting his role in the conspiracy, almost as if given amnesty. The disrespect to the Spirit of the Natural Law did boomerang back to the Western Alliance, especially the Americans. They did pay with time and money after the Soviets Joseph Stalin withdrew back into the shell behind the iron curtain, and the Nemesis was back on the throne.
It was beginning of the cold war of denial, the Soviets repressed the Spirit of the Natural Law, and suppressed people’s voices from speaking out in the name of God for the truth. The new phase began with the suffering of hundreds of thousands of political prisoners denied their freedom to believe as the Creator of life intended for them to believe.
THE WESTERN COLD WAR BACK-FLIP
What happened to their spirit of triumphalism that they gloated over the Axis Powers? They were quick to condemn the Nazi war criminals at Nuremberg because it was their direct enemy and turned a blind eye to the other war criminal guilty of the same war crimes and genocide during 1939-1941. They drank from the same cup as the victors with the despotic Soviet Joseph Stalin, that denied millions of people their right to life, and others liberty and denied almost everybody property.
Self-interest ruled the actions of England, France, and the United States during 1941-1944.
The bilateral damage were civilians on the fringes.

The bombing and the resulting firestorm destroyed over 1,600 acres (6.5 km2) of the city center.
